Who we are

Community Kinders Plus (CKP) is a leading provider of early childhood services through the management of 28 kindergartens across the City of Frankston, Mornington Peninsula Shire, and the City of Kingston.

We create environments that transform children’s lives.

Our role is to implement legislation; employ, manage, and provide professional development for all staff; manage facilities; manage finances: and facilitate enrolments and the early education curriculum in consultation with CKP teachers and educators.

CKP believes in excellence in management, and we are very proud of our staff. We are committed to child safety. We provide teachers and educators with the opportunity to develop strong community links and provide high quality programs that recognise the individual needs of children who access our kindergartens.

What we do

Operations – ensuring that services are operating within the legislative framework and that services remain viable and responsive to their local community. A strong focus is placed upon access to quality education, particularly for children experiencing disadvantage or vulnerability.

Pedagogy – ensuring that services implement education and care programs that are designed specifically for their local community to meet the developmental and learning needs of their children and families.

City Of Casey Kindergarten Enrolments

Baden Powell Preschool

Baden Powell Preschool was demolished this year and has been replaced by a new 3 room kindergarten. It is due for completion in October 2024  and will reopen in January 2025.

Donna Jones – Chair

Donna is the Founder, Executive Director, and Principal Consultant of Asheville Consulting Group. She is an experienced business executive working with transport, manufacturing, education, and retail businesses on strategy, organisational transformation, ESG, and workforce development. Donna provides consulting and advisory services focusing on strategy development and implementation using effective change management methodologies. Donna joined the CKP Board in May of 2022 as a Non-Executive Director and Chair of the Human Resources Committee. She is a Member and Graduate of the Australian Institute of Company Directors.

Cheryl Chapple - Board Member

Cheryl Chapple retired in 2019 after 43 years with the Department of Education. She taught Physical Education, Mathematics, and Accounting across eight schools in Melbourne and served 11 years in the principal class, including three as Principal of Pakenham Secondary College. Cheryl held senior roles in Central Office and Southern Metropolitan Region, supporting schools in their improvement journeys. Post-retirement, she conducts school reviews, assesses principalship suitability, and evaluates programs for the Mornington Peninsula Foundation. An accredited coach for Growth Coaching International, Cheryl has facilitated leadership workshops and served on the CKP board for three years.

Joy Williams - Board Member

Joy Williams is a qualified Early Childhood Educator with a diverse career in developing and managing early childhood programs and centers, including mobile services in rural areas and post-disaster regions like Kinglake and Marysville. She has held leadership roles such as Early Childhood Consultant with the Uniting Church, CEO of Gowrie Victoria, and chair of the Early Childhood Qualifications Committee. Joy has also been a Board member of Gowrie Victoria, Kindergarten Parents Victoria, and Early Childhood Australia. Her work frequently involves collaborating with communities and government to establish early childhood services in low socioeconomic and remote rural areas.

Melanie Searle - Board Member

Mel is a Business Manager in the not for profit sector with experience in strategic and financial management, governance & compliance, human resources and workplace health & safety. Previously a finance leader in financial services sector with 20 years’ experience in accounting, reporting & analysis, procurement and revenue management

Drew Westblade - Board Member

Senior leader and manager with a proven track record in operations and project management in construction and mining. Skilled in strategic planning, team leadership, and project management. Successfully started and led businesses through significant growth, driving organic expansion and supporting acquisitions. Committed to making a positive impact beyond the professional realm, with extensive experience in the not-for-profit sector. Known for cultivating strong team culture and growing teams, fostering collaboration, and empowering individuals to achieve their best. Holds an MBA and engineering degree, demonstrating strong commercial acumen and a passion for driving innovation, client satisfaction, and building a thriving team environment.

Aidan McShane - Board Director

Aidan has over 15 years’ experience developing and implementing strategic and business transformation initiatives. His expertise includes strategy, project management, growth, digital transformation, regulatory change and performance improvement. Early in his career, Aidan worked as commercial lawyer specializing in financial services and has expertise in corporate structuring, governance, risk and compliance. Aidan holds an MBA from Monash University and Bachelors of Law and Science from the University of Melbourne.

Sybil Quadros - Board Director

With over 25 years of experience in Financial Services and Wealth Management, Sybil is a seasoned compliance and risk management professional. She specializes in end-to-end financial advice, regulatory compliance, dispute resolution and relationship management. Currently, Sybil supports the compliance function at an Australian Financial Service Licensee, focusing on risk mitigation and regulatory adherence. She has developed strong relationships with internal stakeholders and productive partnerships across the industry. An MBA graduate specializing in financial planning, Sybil is recognized for her expertise in training, dispute handling, compliance and risk management. Resilient and adaptive, she excels in dynamic environments and values teamwork and ethical decision-making.

Sylvia Rosemond - Chief Executive Officer

Sylvia Rosemond is an accomplished executive leader with a career spanning welfare and community services, child protection, education, and the not-for-profit sector. She brings extensive experience in driving organisational growth, cultural renewal, and systemic reform through strategic planning, governance excellence, and innovative service delivery. Her leadership experience spans across sectors such as early childhood education, disability services, housing, homelessness, and forensic support, where she has consistently championed equity and inclusion.

Sylvia is deeply committed to social justice and education advocacy, with a proven track record in government relations, stakeholder engagement, and innovative strategies. She thrives in roles that demand strategic insight, governance expertise, and a commitment to empowering communities through equitable access to education and essential services.

Emma Boag - Leader of Pedagogy and Educational Leader

Emma is an experienced teacher and leader. Emma has gained an excellent understanding of the characteristics of young children’s learning through extensive experience teaching and including children 0-8 in different contexts. Emma has taught and led in kindergarten and school settings in Australia and the UK. Emma has a sound knowledge of teaching and leading teachers using different curriculum frameworks, a perceptive and innovative leadership style and a drive to progress children’s outcomes. Emma is currently the Leader of Pedagogy with Community Kinders Plus supporting teachers and educators to work with children, with a particular interest in supporting children with disabilities and working with communities experiencing vulnerability.

Peter Cumberworth – Human Resources Manager

Peter Cumberworth is an experienced HR Professional across the full employment life cycle. Peter has an extensive employment background in a number of industries including higher education, technology, horticulture, and disability services. With a young son of his own, Peter is passionate around early years education and a keen learner of new education methods and models.

Andre Jack - Operations Manager

Andre Jack has 37 years of experience in the Early Childhood sector. She holds multiple degrees, including a Diploma of Teaching, Bachelor of Education, Bachelor of Laws, and Graduate Diploma of Legal Practice. Beginning her career as a kindergarten teacher in Yarraville, Andre has taught in various settings and grades. She successfully established and managed an Early Years Management organization for over a decade. Andre has held roles as an AEU sector councillor, mentor, and advisor to local governments and communities. Since May 2021, she has been the Operations Manager at Community Kinders Plus Inc.
